When ever a new program is installed on our Vista computer, a desktop shortcut is created not only on the desktop of the user who's installing it, but also on the other user(s) desktop

Is there a way to stop this from happening?

When installing choose not to create a desktop shortcut or if the option is available choose not to install for all users.

That only applies to only that one thing you're installing, i was hoping there'd be a way to do it for all downloads

Not unless the program being installed is being installed by someone that does not have access to the other desktop. change the security setting so that neither users has permission to "write" to the other's desktop folder and it won't happen anymore. Unless you are installing as admin.
