If it was reinforced with metal, like having a core of metal with some sort of rope material on the outside, that would technically make it a wire. Even at that, the only way you could get electrocuted would be if electricity flowed in to the core through some opening, either a tear in the coating, or a cut end of the wire, and you'd have to touch the core in a similar fashion.

Oh, when i heard you got shocked, i remembered i have to 2 times.

1: In our garage the lghtswitch is not covered so i went to hit it without looking, and zap!
2: It wasn't realy a shock, but i pluged in a little hot glue gun and it blew up. My hands were all black and burnt.
