need a bit of help in gimp

i am trying to make decals in gimp, but i am haveing trubldoing these things:
-makeing a transparent background
-makeing the foreground


if anyone could help, i'd apraciate it.

Im sorry if this sounds noobish but, what is gimp? I use paint.net and on there you just use the erase tool and it will erase the background.
