My Server is "Dead" Vista UDP problem

Hey I made an online server ... my friend can see it but the server appears as dead :/

On my old PC anything was OK! But with my new Vista Premium PC this error appeard.

I have completed this tutorial http://blockland.us/portForward/ and this http://www.blockland.us/smf/index.php?topic=35187.msg533436#msg533436

I downloaded the PFPortChecker ... result:
-TCP - Port is open
-UDP - Not open /reachable

But in my router options the way is clear for TCP and UDP from 28000 till 28030

please help me ^^
