What are some good programs to make face decals and body decals and how to use the program as i have no clue :(

mirosoft paint now i know you know how to use that
that is the only program i know

I'm going to stop you right there and say NO.

Do not use MS Paint to make decals.

Use something like Paint.NET.

Download it, then make your canvas size 256 x 256 pixels. Select the entire thing using Ctrl + A or a the Magic Wand tool, and press delete. Draw your decal/face, then read the tutorials in the Decal board.

As Sarky and Reg have said, do not use MSpaint and download Paint.net.

This is mostly because MSpaint can't do transparency, so even if you make the background of the decal/face white, people will not be able to color it.
