You really shouldn't be able to, someone has to ask Badspot about this.

There is a suggestions and requests section so you can't post add-on ideas in add-ons, but you can post music ideas in music. Because of this, music gets over crowded with tons more requests than actual songs. This is why I don't download Blockland music off the forums anymore.
