What is Eval?

I get the brain-dead idea of crashing other people's consoles.
But how?
Also, lots of people have like  75 SA-auto people. Me and Mags have only like... 3.
I would never even TRY to crash other people. As I said before, I don't even know how to do that!
I would only like to have fun!
After this, I'm going to IRC everyone in my SA list to see if they know how to crash/delete people by console.
