Well, I use something called Beneton Movie GIF but its free so I dono if it'll fit your needs.

P.S., by 'I dono if it'll fit your needs' I mean that a free GIF animator might not have all the components you want. Just thought you might wanna know.

There is a gif editor or whatever by microsoft. It was used to make Lord Pie's avatar, I think at least. 

needless to say,  it's name is Gif animator. :3

Oh, mine does that. Each frame is shown separately, you just have to be able to open the .gif file.

Animated sprays in Source games are not gifs.
