Well, first off, Badspot has confirmed that you don't need permission to edit a map. Therefore, he didn't really steal them since he made edits of them.

Aside from that, his maps are complete failures. They're broken, stuffty, and packaged incorrectly. When people tell him this, he tries to prove his points by shouting, editing quotes, etc. He doesn't even test his maps.

That is still considered editing the map, as long as you dont take the map entirely and claim it as your own.
