Not downloading things from servers not working.

I don't care much for add-ons and the massive amount of downloading it takes to connect to any server. I have got all the "Download X" boxes unchecked under the network tab in options yet it always downloads models anyway. Is there a way to fix this?

Un-cheak every thing and it will only download the things that aren't in that box to be unchecked.

You still have to download vehicle models, static shapes, interiors (dif) and terrain (ter) because they contain collision data.
