Is there any way to relight the scene every minute or so?  It would be great for the map I am making.  I have the sun light animated to rotate, if the map relit every minute/few minutes, it shouldn't cause lag and would look great.  The sun moves very slowly, so it would be pointless to relight every frame, and that would cause lag.

There are two different kinds of suns. There's a static one that provides ambient light. This is the one that creates shadows. There is no way to move it. The other sun, the one that moves, is just an effect and has no actual effect on lighting. So relighting the scene won't do anything.

You can't have animated shadows or lighting in Blockland. Sorry.
