my friend dont own any steam games and i wanna gift him MW2 so we can play.

cept he cant add me because he has no games. so what do i do? if i gift him a paid game, does he become a legit steam user? or do i risk losing the game to an idle account.

Yes. That's what my friend did for me, he gifted me TF2 for my birthday and now I'm a "legit Steam user," as you call it.
