Whenever i start a normal server, people can get their tools out and use them.

But when using the dedicated server, tools seem to be disabled :(. We dont spawn with them, if we Self Delete, we still dont have them.

As far as I know, dedicated servers will enable all add-ons by default so chances are you have an add-on disabled when you start a server manually that then gets enabled when you start a dedicated.

When I used to host my dedicateds in V8/V9, you would check what addons you wanted in a normal blockland window, close that and the dedicated would pick that up and use the ones that were checked.

Forgot to say that this was also how you changed the server name before RTB came out.
