v14 is in testing so your assumptions about v13 would be mistaken.

v14 has only had one beta out so far (v13 went through 8 for reference) so it will probably be a while before it comes out.

For now just assume any apparent server outages are just your computer and/or ISP sucking. You will know when the update is coming out because there will be a dialog box asking you to update.

for me the servers have been listing dead servers first

If V13 came out in october or september, it takes around 3/4/5 months, meaning it could be out in January, Feburary, maybe march
