This could be fun if you actually did something to get money, and people couldn't have events that spawned projectiles that cause damage; and if you didn't have the "If you hit a civilian with a baton you get a demerit" thing, as that caused the nearest cop to run up to you and hit you before you could go pay it off. Then there is the fact that the only things that shop keepers sell are weapons, which would then allow everyone to go kill people and turn it into a one-sided deathmatch.
