I don't have a static IP and you do have to buy something sort of...A ROUTER

Basically, you are doing it wrong and/or following w/e instructions wrong. If you use the general instructions on this forum, they don't work for all routers.

Router = internet = WAN IP (public IP as you put it)
If you can connect to the internet, and you obviously can, you have a public IP.

I said before, you have read the instructions wrong, or you haven't even bothered to try and get ports sorted out.

Look on the wall or near your computer for a box with lights on it.
If you don't have a router, go away and get one, then your problems will be over

Are you sure I'm pretty sure you do unless you want a insecure network that lets it in on every computer or have it only work some of the time.

Well it depends on the router and how many computers on that network.

Some routers renew their DCHP leases.
