A server doesn't have voting. It is hierarchy.

I hate when I go to a server and I hit someone once with a hammer or do the little slap thing on them and they start screaming in chat "BAN THIS friend HE IS HARASSING ME HELP BAN HIM OMFG BAN HEM HE IS A NOOB HARASSIN ME BAN HIM" and then the host permabans you. Most of them are just 5-8 year olds still in that stage of life where they tattle tale on everyone in RL and they bring it into the game.

Anyways, I don't know why people would just ask you to ban someone like this. It's silly. Unless they're doing something properly stupid or bad for the server, such as spamming or breaking rules, then they shouldn't be banned because one person has a problem with them. I think you should issue a warning to both the accusator and the accused. Warn the accusator that it isn't right to just demand someone is banned, if it's for no reason, and warn the accused if they're doing something annoying but not necesarilly immediately bannable.
