Can you make faces with somthing like program paint?

Can you make faces with something like the paint program already on most computers then stick the image in a file? if so give me a tutorial

You /can/ use paint... However pain will produce incredibly low quality faces with no transparency.

I would recommend downloading a free program such as Paint.net or The Gimp which can produce incredibly nice decals/prints with no payment =].
