Just tell me if there is a free MIDI editor/creator for Windows. No, Audacity doesn't support it either.

Everybody on the OpenTTD forums seems to use Anvil (http://www.anvilstudio.com/)
I know mod plug can also edit midi files as well (http://www.modplug.com/trackerinfo.html)

I don't really do any sound editing so someone else may be able to recommend something better.

You can use FL Studios. It is capable of importing and exporting midi's.

You'll have to use the demo though. It lasts forever, but you can't save.

There is Acoustica Mixcraft (www.acoustica.com/mixcraft/). It has a 14-day trial (16-day trial if you count the "Please, just 2 more days" button) and allows you to create, import, edit, and save .mid (down to the nearest instrument that supports your midi controller). It's rather user-friendly and I use it lots.
