Is it possible to make people download a decal upon entering server?

Would it be possible to make people download a clan decal upon entering the clan server(s)? Like... download it so they can see it but not use it? So the clan members can be seen in clan outfits, but non clan members can't use the decals until I give them the download.

Will if they have to download the print, then anyone can use it. I'm not sure how the system works, but I know that.

You can't stop them from making their own copy of the decal but this won't just let them pick the face with no work on their part. This won't work if they have download textures disabled.

The things in red need to be modified before being put in a script.
