Tablet ring effect problem

I looked up how to get rid of them.

Open Local Group Policy Editor:Run... gpedit.msc
Navigate to User Configuration - Administrative Templates - Windows Components - Tablet PC - Cursors
Enable the Turn off pen feedback setting.

This is for Windows 7
