Step 1: Launch your web browser of choice

Step 2: Go to http://www.google.com

Step 3: Remove the “http://www.google.com” in the address bar and place this text in, making sure it is the only thing in the address bar:

Step 4: Reload Google and you should have the new, ‘Jazz UI’

That's how to force it, I somehow got the new Jazz UI without forcing it. It's a beta test on some users.
