I just looked at a demo comparison between CE2 and CE3 and I have to say the second looks better.

Because the video of CE3 is from the console version. We have still yet to see what the PC version of CE3 can really do.

I'm pretty sure Half-Life will always be on Source. But I'm sure new versions of the source engines will have new features.
