its kind of hard to post in other sections when you dont even have the full game

You can easily post in the Modification area's or the General Discussion areas.
You can comment on Suggestions&Requests, Gallery
You can still make Add-Ons without the game.
Essentially, without having the game, most of the things you wouldn't post in would be the Help section and Clan Discussion section.
Everything else you could post in without being able to play the game.
