CTF the weapons arent effecting people

i shoot at someone and it doesnt take any health away but when i hit someone with the flag it hurts them wwhat should i do?

Do you have Rotondo's zombie mod enabled? If so, go to the bottom of the minigame menu, hit basic (I think it's basic, the button in the zombie part) and then check friendly fire.
