Can SolarFlares crosshair be made into a server sided add-on?

I have SolarFlares Dynamic Crosshair, and i would like to make it server sided for a more DM/L4D experience. Is there any way of doing this?

i know that you could possible get an image to the people connecting to your server by putting it on a vehicle, then using it somehow else i think, but wouldn't this go in suggestions and requests?
