Water Duplication - Coding Problem or Glitch?

When I duplicate a 8x8 water brick it doesn't make you float up when you walk in to it?
Is this a Server problem?
Is this a Download Mess up?
Or Is it Coding Defect?

Disclaimer: Duplicator is outdated. It can't duplicate waterbricks correctly since v15, since Badspot changed how they work.

duplicator needs update for water brick call functions when placed, although i think that if badspot did it so when the water brick was created, then it should do it, instead of just being placed or loaded or something, not sure how he did it
