I have an interest in making my own Windows Visual Styles, I've heard you can do it with resource hacker and a program called Stylebuilder, but I can't find an official site for Stylebuilder, and every download link I see looks kinda shady.
Help please.

Its really really  hard unless you are prepared to shell out $100 for a program to help you make them.
