Transing an Icon?

I need help with making an icon.
I have the picture of the weapon ready, and the Icon templete.
but how do I combine the two? I tried Paint.net but I just dont understand.

Not really, i have made all my icons on paint.net and they turn ok.

I use paint.net for everything. Unless I need it, in a different format.
