No, not First Person Shooter. But Frames Per Second. Does anyone know the exact FPS on Blockland when the timescale is brought up to 2?

Depends on your computer. There is no 'exact'.

I believe Fraps automatically gives you a frame counter on your screen.

You can get the RivaTuner OSD which tells time, temp, and other useful stuff.

When not recording with Fraps, frame rate is like ~100 or something.

When the timescale is changed, it changes the speed, if you play .2 with alot of bricks, then your going to lag.

Well, FPS isn't universally the same.  I don't completely understand what you mean, but you can type "metrics(fps);" into the console to view your FPS in-game.  To get rid of it just replace fps with 0.

Lower timescales actually alleviate lag.

Framerate is actually not related to timescale at all.
