Photoshop 7 is much more resource intensive than Paint.NET. In fact IIRC it was worse than CS2.

Paint.NET is quite lightweight. You shouldn't have any trouble though it will be a bit slow because that processor is utter stuff, but you can't have everything in life. I was running it on Vista with only 1.76GHz though without any troubles aside from long effect rendering times (~10-12 seconds for some)

People where having loads of issues with it at first, But it died down a bit awhile after release. Although I still see some people having issues crop up now and then.
