I would like if someone could post a step to step tutorial of how to do it on a ipod touch 4g.
Any help is appreciated.

It makes so you can get 3rd party apps and literaly pip you're ipod/iphone out

Jailbreaking is only illegal if you use it for illegal purposes. I won't mention what, for obvious reasons.
