Im having issues changing Limits.. (Items, Vechs, Etc)

I haven't hosted in a long time.. But I can't seem to find the limits in my server.
They aren't in admin Preferences or anywhere in the admin box.
Its a dedicated server.
Please Help.

Blockland folder < config < server < prefs.cs

Am I doing the <'s backwards?  I'm gonna feel a little dumb if I am.

Change them in the advanced config for starting a normal server, start the server, and that will save it so the limits will be set for the dedi server.
