Its kinda like just cause 2.

There is a chaos meter, 100-0.

As it goes up, better stuff is avalible.

Government get better weapons earlier E.G getting assault rifles at 70 while rebels get them at 80. Sniper rifles are also avalible MUCH MUCH earlier.

REBELS OBJECTIVE: Hold the chaos meter at 100 for a minuite. (stockpiles, like TF2 KOTH) raise chaos by killing civvie bots, kicking up stuff and destroying buildings. (these are repairable). however, after killing too many civvies you may become wanted by your own team.
GOVERNMENT OBJECTIVE: Rebels have a life meter. when it hits 0, all traces of rebellion is gone. say, 500 rebels killed? KILLING CIVILLIANS WILL ADD TO CHAOS LEVEL. Except much more. like, instead of +0.1 for each killed, +0.5 for each killed, for example.

If this is made, some tips:
As a rebel, blend in. the government is very likley to shoot you on sight.
As an authority figure (government), watch for early signs of a stuffstorm.
As a rebel, causing the cops to screw up adds to chaos (pinching someones car and destroying the coppers chasing you for example).
As an authority figure, you get weapons faster. use this as an advantage, if need be.

PROBLEMS:
Lag. YES, THIS WILL SUCK IF YOU HAVE A BAD PC.

Sounds cool but if you get chaos by destroying buildings then you need to make alot of them, destroyable stuff, etc. And that would lag alot along with the bots.

I can imagine a scene.

A cop is chatting with a colleague.

A rebel, out of nowhere shoots to the sky, sending the civvies running, and the rebels then open fire. Both cops die, sending chaos up.

Backup comes, except they are armed with SMGs.

all rebels die but 3. They retreat and restock at a rebel outpost, go to a house and plan again. they have machine pistols now.

A patrol becomes aware of them, stocks up at a door, barges in and all 3 rebels are dead.

Oh god I couldn't stop laughing when i read this, because it's never going to happen that way. The "civies" would probably just stand there, not caring at all. The only way something similar to that would occur is if only 2 people got guns, making everyone else have to run for cover since they cannot defend themselves.

The civvies are bots. If bot events could be modded to make them run away when someone shoots, it could happen.

Or im just being optimistic about this.
