Torque Constructor Error

Just to know Im not NEW here this is just an alt of an banned account.

On-Topic:
I have downloaded Torque Constructor, now if i press on the Installer then a error message appears:
"NSIS Error Error launching Installer".
I would be very thankful if someone can help me with it.

PS: Sorry for my bad grammar, im german.
