Ok, I have been having this problem for days, and I'm sick of it.

I first thought it was Google Chrome, but then it happened with Minecraft and everything else!
Everytime I put the volume on full, which is always on, the sound drops!
I don't know why, but the volume drops, comes back, drops, and keeps doing it!
It's really annoying, and I can't hear anything with it!
And, it's not a problem from the headphones... when it plug them off, it happens too...
Can someone help me with this? :c

What programs do you have running in the background? try shutting them off and test your volume.

It sounds to me like you have something limiting the volume levels, if it's at full volume and you play a loud noise (that is full volume) does it drop?/
Edit: For example, you might have some kind of bass management (idk lol) thing going on with your sound card. Too much volume=it turns the master volume down for whatever reason
