Sending Punch Packet issue?

Hey, when ever I someone tries to join my internet/LAN server it constantly says Sending Punch Packet. Therefore, no one can join. I know this because my brother sits next to me a tries to join. How can this be fixed? I have my firewall turned off an everything.
