No. You click "Start A Game" and click "Advanced Config". There, you can edit "Per-Player" amount of vehicles able to plant. Or a "Global" vehicle amount to set.

(Per-Player, is how much 1 person can spawn vehicles throughout the map.)
(Global, is how many vehicles can be spawned throughout the map.)
