Assuming my translation of handicap to english is correct, he meant to say illiterate.

Illiterate, by definition, means unable to read or write.

The man in the GIF is placing a folding chair down and there's clearly some writing on it. Therefore the gif cannot be illiterate as it has a literary component to it's humor (the caption)
