It wont work becuase, when the the ball passes there will be a gap in the valve and it will let water out, or the valve will just stop it from moving.

I see no reason why the resistance has to be greater than the force exerted on the balls by the liquid.

Meh, eventualy you would run out of wthousandater, becuase when the balls leave the tank they will have a small amount of liquid residue on it, repeat this a couple of times and well, you run out of water
