First of all? What is this program, and why does it keep not responding.

I gave  up with it on windows 7. If you want to fix it (which i tried and it is to damn hard to and i could not get it to work.) The program is for your graphics card btw.

I understand the control center doesn't load and it errors out with the command line interface. If I missed any critical information about your issue please let me know as my suggestions may change.

Remove all ATI through programs and features in the Control Panel using the Catalyst Install Manager (CIM). Reboot the system in safemode and do the following:

Delete all ATI folders in C:\programs files and C:\programs files (x86)

Use DriverSweeper (freeware) to remove any remnants of ATI.

Use WICU and delete any remnants ATI/AMD/CCC.
WICU can be downloaded from: http://www.softpedia.com/get/Security/Secure-cleaning/Windows-Installer-CleanUp-Utility.shtml

Go to C:\Windows\assembly and sort by "Public Key Token". Locate the following Public Key Token "90ba9c70f846762e" that is associated with ATI. Usually only 2 entries. Delete the 2 entries. If you see entries with ccc or mom or cli associated with the public key token 90ba9c70f846762e, delete it. If there are other entries such as CCC, MOM, CLI with the public key token 90ba9c70f846762e, delete them. Note: the entries should be deleted in safemode since regular mode may result in a permissions error. The 2 entries only show up in systems affected by this issue. This means that searching for the 2 entries on systems where CCC loads, the entries are not there.

Reinstall the ATI Catalyst package.

Note: If AMD does not get a response back from you in 10 days, the ticket will be closed, and you will need to open a new ticket if you issue is not yet resolved.

Does it matter if I just uninstall?

Considering it controls your graphics card it would be pretty stupid to uninstall

It's really easy to fix tbh. I had to do it when I installed my new GPU's drivers over my old GPU's drivers (both ATi). It's just removing all traces of it from everything, including registry and PKT's.

Some people have more luck then others. I know it's a problem for windows 7, but there is a patch for it somewhere, but you do need to wipe every bit of it from your PC first.

treid that and it forgeted up my card. However, Newegg sent me another card.

catalyst control panel: the only control panel on your computer that needs a splash screen.
but the actual gpu is pretty nice so whatever!
