I keep hearing creepy beep-ish music on my laptop, and it's been going on all day, and only today, and I havn't been doing anything different on here since summer began, so it can't be something I downloaded or I'm on. Someone tell me what it is..?

Yeah, see if you can record it so we can hear it. You might want to run a scan of your computer, or check your browser's open tabs for advertisements that might be playing sound (reason I suggest this is because I got the stuff scared out of me back when Halo had that ad on YouTube that said "BRAINWASHED" in a really deep voice every once in a while).

try going into audio mixer and mute every single thing and try to make it happen again
