There might be a DTS importer on the Torque website but it's down, even on google cache.

The only program that can import DTS is Shaper, which isn't free. It also does it in an inefficient way, if I remember. Breaks crap. But you can save it as a Blender file, I think.

That is the only DTS Importing program around.
