It looks like more of a cloak to me...

I see it like this:

Cape + Hood = Cloak
Cloak + Sleeves = Robe
Robe - Hood = Coat
Coat - Several Feet of Fabric = Jacket
Jacket + Hood = Hoodie
Hoodie + Goggles = Goggle Jacket

And so on...

Anyway, there is still some work to be done on the robe. It's mainly detail stuff. Nothing all that important, really.
