Now for the prices of the 2 main things I need to run ARMA 2 on Medium to HIGH.
Processor:
Intel Core 2 Duo Processor 3 GHz 6 MB Cache Socket LGA775
http://www.amazon.com/gp/product/B00116SLYY/sr=1-1/qid=1313597030/ref=olp_product_details?ie=UTF8&me=&qid=1313597030&sr=1-1&seller=
$186 (NEW) $90 (USED)
Reviews say this will be good for ARMA 2 Combined Operations, Rated 5/5.  Runs every NEW game on High, no problem.
Some Reviews say to buy it from used, 70% of them aren't really used, just from a different Seller.

Now for the Video Card, I have 2 of them.
Here is the Nvidia one,
People reviewed, said this is very good, recommanded also for ARMA 2 Combined Operations.  Runs very good on some new games.
http://www.amazon.com/Nvidia-Geforce-8800GTS-512MB-Retail/dp/B001190FZO/ref=sr_1_1?s=electronics&ie=UTF8&qid=1313596813&sr=1-1
And people also say that it's very good for buying used.
The prices for the Nvidia are: $175 (NEW)  and $109 (USED)

Here is the ATI One:
Everyone says its a big BANG for the BUCK.  And people said that the fan makes Whinning noises... But doesn't matter much.  $80 (USED)
http://www.amazon.com/XFX-Radeon-PCI-Express-Video-HD485XZNFC/dp/tech-data/B003BNRFC4/ref=de_a_smtd
Overall People said this is good.  But I do watch some youtube.com video's from this one youtuber named Briggsil.  He has his computer specs on his channel and here they are...

Briggsil Spec's and prices...
http://www.amazon.com/s/ref=nb_sb_noss?url=search-alias%3Daps&field-keywords=I7+950+%40+3.07ghz&x=20&y=11
$250 (NEW) $219 (USED)  He can run it very good he said, it doesn't look as good on youtube cause recording does delay some graphics.  IT'S VERY EXPENSIVE, I am not even thinking one bit to get this, but anyways it runs like a charm.
That is his processor...

http://www.amazon.com/EVGA-GeForce-PCI-Express-Graphics-01G-P3-1366-TR/dp/B004DKWLB4/ref=sr_1_1?ie=UTF8&qid=1313600056&sr=8-1
This is his video card, which isn't bad if you ask me.
$159 (NEW) $150 (USED)  I think that would be a good buy.... But I got no money.

Adding them up..

Intel Core 2 Duo Processor 3 GHz 6 MB Cache Socket LGA775
AND
Nvidia-Geforce-8800GTS-512MB
New: $186+$175=$361 (Yeah right... But If I had that money I would get it)
Used: $90+$109=$199 (This is actually very good price for used, But I will go on the ATI one now...)

Intel Core 2 Duo Processor 3 GHz 6 MB Cache Socket LGA775
AND
XFX-Radeon-PCI-Express-Video-HD485XZNFC
New:$186+$80=$266 Ok, just no.  But the XFX Radeon has only USED ones.
Used: $90+$80=$170 (The best buy I think...)

Here is the BIGGSIL one...
I7 3.07GHz
AND
EVGA-GeForce-PCI-Express-Graphics
New:$250+$159=$409 (Yeah right)
Used: $219+$150=$369 (Nope... If I had this much money I would get it)

But If I have these particular stuff, I can run any game.

Here is this laptop I found with a review of ARMA 2.
http://www.amazon.com/ASUS-G73JH-RBBX05-Refurbished-Notebook-PC/dp/B00405WVVW/ref=sr_1_11?ie=UTF8&qid=1313600773&sr=8-11
$954 NEW
$899 USED
I would die to get this laptop.
Everything that you need.

This is the best option.
Also, make sure your BIOS can support the Core2Duo framework.
Just googling your motherboard model and Core2Duo together should yield results.

What is a bios :#
And how do I find out what my bios is.
