.Net Framework is being annoying >:c

So, one night a few weeks ago I was uninstalling crap off of my computer. I accidently uninstalled something and .Net Framework stopped working. So, I installed it again, but it still didn't work. The other day, I went to play Terraria, forgetting that .Net Framework wasn't working. However, I still could play Terraria. (Terraria requires .Net 4)
So, yesterday, I downloaded and installed .Net 4 Client Profile Offline Installer and the .Net Framework 4 extended (offline) installer. I tried to run another program that uses .Net and it wouldn't run (Bloodmasters)

It still didn't work. I tried to install Sony Vegas 10 and it says "Requires .Net 3.0" and I'm like "ok" then it wants to download it and gets "NOPE LOL NOT CONNECTED TO INTERNET" because I'm not connected (of course)
