For the video capture settings set it to 60fps.

It could be one of many things that are causing a low FPS while recording.
Do these things while you are playing minecraft and recording with fraps.
- It could be your GPU keeping you behind, go to your ATI or Nvidia Control Panel, and they should have some sort of Performance monitor there. If your GPU is being used 95-100% then there's your problem go buy a better GPU.
- Measure your CPU usage using either your task manager or Windows 7 Resource Monitor. If the usage is 95-100% most of the time there's your problem, go buy new CPU
- While you are in the Resource Monitor program check to see if your RAM is maxing out, but I doubt your RAM is the problem.
- If it's not one of those 3 then it's most likely your HDD and it's probably to slow to keep up. I'm not sure if you can monitor the usage of your HDD easily, but just check if your HDD runs at 7200RPM or whatever it may be. If it's 7200RPM then it shouldn't have a problem tho, but if it's below 7200RPM like 5400RPM or whatever then you probably found your culprit.
