Can't upload anything!

Every time I try to upload something, it claims it is too big, while there are much larger files up for download here.

Your attachment couldn't be saved. This might happen because it took too long to upload or the file is bigger than the server will allow.

The only thing that worked was 1 second .ogg loop of white noise. Help me!
