This was after it couldn't upload for around a minute. It starts off trying to connect, and then after about a minute, it does, at 0.01, and then slowly climbs to 0.05, and then reports 0.11.

I'm supposed to have around 3.

What I don't get though, is that everything like Steam, Skype, etc., etc. is still working normally.

What in the hell is going on, it's doing this with every server I try. I've tried restarting my router, everything.

EDIT: Meant to mention I'm trying to upload a remix, but I can't upload it anywhere.

Anyway, it's probably something on your ISP's end.

You may have programs open that are using all your upload speed.

Check your tray in the bottom right too.

My ISP (Charter) said those speedtests aren't always accurate.

OP, upload speeds of over what you currently have will only affect running a server or something like that. It's inconvenient, but there must be a problem on the way to the ISP or something, with wiring.
