I copied the jeep into a folder I use for editing addons and I edited the speed. I had saved the server.cs and copied it into the copied jeep folder and I named the copied jeep folder Vehicle_Jeep_Fast. I loaded up the game to see, that there was only one jeep and when I spawned the jeep it was faster than the original and I had checked it off in the addon selecter.
